No Address Transfers via E-Mongolia in 21 Provinces Until Local Election Results Are Finalized

Article 24.1 of the Law on Elections of Citizens’ Representatives Khurals of provinces, the capital city, soums and districts stipulates that the movement of citizens relocating from one administrative unit to another shall be suspended 60 days before polling day and resumed the day after voting.

In line with this provision, and to ensure implementation of Order No. A/81, issued by the Director of the General Authority for State Registration (GASR) on April 15, 2026, titled “Temporary Suspension of Citizen Migration,” the registration of citizen relocation has been suspended as of 5:00 p.m. on April 21, 2026. In addition, as of 9:00 p.m. the same day, the rights of state registrars to process migration records were temporarily restricted.

By-elections in local constituencies will be held in 74 polling stations across 44 soums in 16 provinces.

Migration registration through the Unified State Service System (E-Mongolia) has also been suspended for the same period. However, within the capital city, registration of transfers between districts, between khoroos, and within the same khoroo will continue normally.

Until the results of the local elections are finalized, address transfer registration through the E-Mongolia platform will not be available in 21 provinces and will operate normally only in the capital city. In provinces and soums where by-elections are not being held, migration-related matters will be resolved in person at the state registration office.
