Mongolia’s Parliament is set to deliberate on a draft resolution to establish a temporary oversight committee to investigate issues surrounding the “Ukhaa Khudag” coal deposit during its afternoon session at 2:00 p.m. today.
The proposal, submitted on October 6 by Member of Parliament L. Oyun-Erdene and 33 other lawmakers, seeks to create a parliamentary body tasked with reviewing the legality and transparency of operations related to the Ukhaa Khudag mining site, located in Tsogttsetsii soum, Ömnögovi Province, part of the strategically significant Tavan Tolgoi coal deposit.
If approved, the temporary committee will examine three main areas:
- Compliance review — whether the mining and operational activities related to license MV-011952 and associated permits at the Ukhaa Khudag site adhere to relevant Mongolian laws and regulations;
- Offtake agreements — an assessment of coal export and sales contracts from the Tavan Tolgoi deposit to ensure they meet legal and transparency standards;
- Financial and operational analysis — a review of the investments, extracted coal volumes, and cash flow of the entities operating within the Ukhaa Khudag and surrounding licensed areas, in line with the Minerals Law and the National Wealth Fund Law.
The proposal comes amid heightened public and political scrutiny of Mongolia’s mining sector, particularly the governance of large state-linked projects such as Tavan Tolgoi.
