Mongolian Prime Minister Gombojav Zandanshatar has proposed the appointment of Member of Parliament Enkhbayar Battumur as Minister of Justice and Home Affairs, submitting the nomination to both the President and the State Great Khural in accordance with the Constitution and the Law on the Government of Mongolia.

The Prime Minister’s Office stated that the nomination complies with Article 39, Section 4 of the Constitution, which authorizes the prime minister to appoint or dismiss cabinet members with formal presentation to the president and parliament.

Introducing his nominee, Zandanshatar highlighted Enkhbayar’s 27 years of experience in public service, including his previous roles as Deputy Minister (2016–2018) and Minister of Justice and Home Affairs (2023–2024). The prime minister described Enkhbayar as “a highly qualified legal professional and a courageous politician who has earned public confidence.”

“The Prime Minister exercises the constitutional authority to form the Government, and I am confident that, working in full composition, it will fulfill its key responsibilities with the support of the people and Parliament,” Zandanshatar said.

Under Mongolian law, the appointment will take effect once MP Enkhbayar takes the oath of office before the State Great Khural. The nomination follows the prime minister’s decision to relieve Munkhbaatar Lhagva from the position of Minister of Justice and Home Affairs.
