Shares of 18 companies, including “Erdenet Mining Corporation” SOE, “MIAT” SOE JSC, and “State Bank” JSC, to be offered for public sale

In line with Mongolia’s medium- and long-term development policy and planning, the Government’s 2024–2028 Action Program, and the five-year main development directions for Mongolia for 2026–2030 under the “New Confidence – Bold Reform” initiative, the Government discussed a draft resolution entitled “On Approving the Main Guidelines for Privatization, Restructuring of State Property, and the Public Offering of Shares of State-Owned Legal Entities through the Stock Exchange during 2025–2028” and decided to submit it to the State Great Khural (Parliament).

The draft guidelines propose offering 10% to 66% of state-owned shares of 18 state-owned companies and enterprises operating in sectors such as aviation, energy, finance, mining, insurance, and trade to the public through the Stock Exchange, transforming them into publicly listed companies. It also proposes selling 100% of the shares of eight state-owned companies, and merging, consolidating, or restructuring seven state-owned companies and enterprises. In addition, there are plans to further offer a certain portion of shares of six more state-owned companies to the public and to fully sell the shares of five state-owned companies in the future.

As a result of these measures, the number of 100% state-owned companies and enterprises will decrease, the number of publicly listed companies will increase, and the total number of state-owned companies and enterprises will be reduced by 19, or 18.8%, bringing the total down to 82.

The following state-owned legal entities are planned to issue additional common shares and offer them to the public:

  • “Mongolian Telecom” JSC;
  • “Agricultural Exchange” LLC;
  • “National Reinsurance Corporation” JSC;
  • “Mongolian Stock Exchange” JSC;
  • “Agricultural Corporation” LLC;
  • “Shivee Ovoo” JSC;
  • “Baganuur” JSC;
  • “MIAT” SOE JSC;
  • “State Bank” JSC;
  • “Erdenes Tavan Tolgoi” JSC;
  • “Erdenet Mining Corporation” SOE;
  • “Erdenes Critical Minerals” SOE;
  • “Thermal Power Plant III” JSC;
  • “Thermal Power Plant IV” JSC;
  • “Erdenet Thermal Power Plant” JSC;
  • “Eastern Regional Power System” SOE JSC;
  • “Darkhan Thermal Power Plant” SOE JSC;
  • “Amgalan Thermal Power Plant” SOE JSC.
